Increase in Reimbursement of Children Education Allowance

Consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 51% w e.f. 1st January, 2011 vide Ministry of Finance, Department of Expenditure O.M No 1(2)2011-E-II (B) dated 24th March, 2011. ALL INDIA ARCHAEOLOGICAL SERVICE ASSOCIATION




Dear Friends,

I am very much pleased to publish yet another colourful edition of our Newsletter narrating the events of the 26th All India Convention held at Saranath on 16th and 17th April 2011 concluded with a grand grand success. The entire success for the conduct of the above function is all due to your untiring efforts particularly our dedicated members at Saranath who have left no stone unturned in bringing this achievement. I am very much sure that all the Delegates took part in the Convention have carried sweet memories of the Love, Affection, Support, Help, Cooperation and Hospitality extended by the host units. I once again convey my heartfelt thanks to all our beloved members for reposing immense faith and confidence by taking part in large numbers and electing the entire CWC unanimously thus exhibiting Unity and Solidarity. I assure all our beloved members that I will try my best to carry forward the Torch of ASA in the right path and request your wholehearted cooperation to run the activities of this esteemed Association very judiciously.

INAUGURAL SESSION

The inaugural session of the 26th AIC was inaugurated by no less a personality than Sh. Jawhar Sircar IAS, Secretary, Ministry of Culture, Govt. Of India. He was joined by Ms. Juthika Patankar, IAS, Addl. Director General, ASI; Dr. D V Sharma, Regional Director (East), Kolkata; Sh. Amar Nath, Deputy Director (Accounts), HQ ASI; Dr. Sanjay Kumar Manjul, Superintending Archaeologist, Patna Circle; Sh. Ajay Srivastava, Dy. Superintending Archaeologist, Museums In-Charge (Eastern Region), Saranath and Sh. A K Mukhopadhyay, General Secretary, C-o-C, (U.P. East), Varanasi.

The session begun with the invocation by Sh. R D Bomble, Hampi, followed by the Welcome Address by Sh. B. A. Ranganath, Member-JCM. This was followed by the customary lighting of lamp after which the Dignitaries and Guests on the stage were honoured by wearing of badges and presentation of mementos.

Shri. Jawhar Sircar, IAS, in his awe-inspiring speech before the august audience, took the opportunity to drive home the point of implementation of AM&ASR Act and the responsibility of each one of us in the successful implementation of the Act for preserving our national cultural heritage to posterity. For this, each circle should have a programme to create awareness among the general public by also taking them into confidence as stakeholders. For this exercise sufficient funds are being made available. He also expressed confidence that with the existing team in ASI led by Dr. Gautam Sengupta, Director General and Ms. Juthika Patankar, the new Addl. Director General, the programmes envisaged by the Ministry would successfully be implemented. He also wished that the ASI would expand to great heights in future as its role has now become highly significant and responsible which had resulted in the creation of more posts of Archaeologists. Since ASI is the first department in the Ministry to reach the milestone of 150 years of inception, Sh. Jawhar Sircar appealed the members to actively participate in the celebrations and made it a grand success. Earlier, he expressed his disbelief at the huge gathering which was primarily due to the activities undertaken by the Association in bringing unity and solidarity.

In her address to the audience, Ms. Juthika Patankar, IAS, Addl. Director General, ASI, also stressed upon the implementation of the Act, since ultimately the implementation of the Act wrested at the grass root level i.e., with our members. She further said that although the Act was already in existence since 1958, only now its implementation is being streamlined. With regard to engaging of private security guards at monuments, she expressed that a proper deployment would be in place shortly which would be possible only through decentralization of the security. She was of the high opinion that the Association is extending fullest cooperation to the Organization and expects that the same cooperation and support will be envisaged in future also in taking up all developmental activities. On this occasion, Madam assured that all genuine problems redressed by the Association will be discussed and solved amicably. Madam expressed that she was very happy to see a huge gathering taking part from the nooks and corners of the country and assured to maintain the same cooperation and support to the Association. The valuable suggestions and encouraging words of Ms Juthika Patankar were very much appreciated by the entire gathering.

Shri. Amar Nath, Deputy Director (Accounts), in his address detailed the achievements undertaken by the Directorate with regard to filling up of vacant posts in the Survey particularly the Group D posts which is very very important in the interest of the safety and security of the Nationally Protected monuments in the country. He expressed his total happiness the way the Association is functioning and the relationship it maintains with the rank and file of the system. Mr Amar Nath on behalf of the Directorate assured to extend all possible help to the Association in taking up the welfare measures of the employees and its members within the frame work.

Dr Dharam Veer Sharma, Regional Director (East), while extending a hearty welcome to all the Delegates taking part in the Convention recollected his association with ASA for the past many years and appreciated the activities undertaken by the Secretary General and President of ASA for the past 5-6 years by way of strengthening, reviving and reactivating the Units right from Kashmir down to Kanyakumari besides maintaining a very good relationship with the officials of ASI and is going strength by strength. Dr Dharam Veer Sharma was very much happy to see that more than thousand Delegates all over the country are taking part in the Convention. He stressed the members to maintain Unity and Solidarity as also to work with much more zeal of spirit and enthusiasm in maintaining the rich cultural heritage which is the primary duty of each and every employee of the A.S.I. Dr D.V. Sharma further urged that while demanding for the right, the employees of A.S.I. should feel their responsibilities and work hard to uphold the reputation of ASI in high esteem in maintaining the rich cultural heritage of our proud country. Dr D.V.Sharma conveyed heartfelt wishes for the grand success of the function. The valuable suggestions and encouraging words expressed by Dr D.V. Sharma on this occasion were sincerely accepted by the huge gathering amidst thunderous appalause.

Dr Sanjay Kumar Manjul, Superintending Archaeologist, Patna Circle while extending wholehearted welcome on behalf of the Archaeological Survey of India, Patna Circle to the Dignitaries and Delegates coming from all parts of the country requested them to make good use of their visit by visiting the World renowned Monuments being richly maintained by the Patna Circle. The Major developmental activities undertaken by him in preserving, conserving and protecting the Nationally Protected Monuments apart from the major excavations in Patna Circle within a very short span of time has been appreciated by the entire gathering amidst thunderous applause. Dr Manjul has briefed the relationship he is maintaining with the State authorities, local public and Educational institutions by way of conducting Photo Exhibitions to create much more awareness in the protection of our rich cultural heritage for posterity. Dr Manjul while appreciating the activities undertaken by the Secretary General in the recent years assured to extend all sorts of cooperation in taking up the welfare activities in the right earnest of the members.

A. K. Mukhopadhyay, General Secretary, Confederation of Central Govt. Employees, Varanasi, while extending a hearty welcome to all the Delegates expressed that the Secretary General has taken a very good decision of conducting 26th All India Convention in a place like Saranath which is visited by large number of National and International Tourists throughout the year. He also spoke about the role of the Association and his struggle towards formation of the Confederation and subsequent formation of the Central Govt. Employees Welfare Co-ordination Committee and assured that all possible support and cooperation will be extended to ASA.

Shri S C Sharma, President, AIASA, in his usual commanding voice, while expressing happiness at the way the association has grown under the leadership of the Sh. B A Chandra Shekhar, Secretary General and now with the address of the Secretary (Culture) to the members of the Association, he expressed confidence that the relationship between the staff and the association side would grow further. He stressed the Directorate to fill up all existing Group C and D Posts as also absorption of Temporary Status Casual Labourers on time bound as already agreed in the JCM Meetings. He requested the members to maintain the unity and solidarity, so that any problems within the frame work of the constitution can be taken up and get materialized in order to carry forward the Graph of A.S.I. to its peak. Mr S.C. Sharma conveyed happiness with the way the Directorate under the chairmanship of Dr Goutam Sengupta is responding to the problems of the members and requested for the continued cooperation and help in all manners.

Shri B A Chandra Shekhar, Secretary General, while welcoming the Dignitaries and more than thousands together Delegates across the country taking part in the Session, expressed happiness by the way the official side led by Dr. Gautam Sengupta, Director General, ASI, is co-operating with regard to the solution to the problems of the members were concerned and the very presence of the Secretary (Culture) to this august gathering has certainly taken the level of the Association to a different perspective which has been possible by the cooperation extended by each one of the members of this association. Secretary General with heavy heart putforth the pains land strains taken by the Conservation wing in particular at sites as also the threats by the public in effective implementation of the amended AM & SR Act 2010 and requested the Addl. Director General to open Legal Cell at Circle Levels so that the Field Staff can concentrate much towards the Conservation, Protection and Preservation works with free mind and achieve tangible results for the Department. He also spoke about the efforts of the President and himself in bringing the length and breadth of the country under one roof. Shri Chandra Shekhar further expressed confidence that in the days to come, the Association would reach greater heights and play a more responsible role in elevating the reputation of the century-old Department. He was of the firm opinion that by mutual discussions across the table any problem could be resolved. He further said that each member of the Association would actively participate in the successful celebration of the 150 years of its inception.

Shri A C Tripathy, Chairman, Combined Unit, Saranath, proposed the Vote of Thanks while Shri B P Verma, Unit Secretary, Bhopal Circle compeered the programme in a befitting manner.

Shri G K Kalra, Section Officers (Adm.I) and Shri R K Bharti, Section Officer (Adm.II) were also present during the session. They were deputed by the Directorate to oversee the proceedings of the 26th AIC. The Association deeply thanked them for their cooperation.

Apart from the members who came in large numbers, Officers from different circles were also present. On this occasion, some of the Officers of ASI and Well wishers across the country have sent greetings wishing the function a grand grand success.

Inspired by the motivational activities of the Association, on this occasion, Shri C Paramanadan, Deputy Superintending Archaeological Engineer and his wife Smt. A N Vijaya, UDC, A.S.I. Bangalore Circle, presented a cheque to the Secretary General for Rs. 10,000/- to introduce a special award for Meritorious Girl Students securing merit in the 10th Standard from the proceeds of this amount in every AIC. While thanking the couple, Secretary General declared that this award would be introduced from the 27th AIC and looked forward to more such generous contributions.

The Dignitaries and Delegates were very much delighted by Delicious and Nutritious Lunch prepared and served by Sri Girish Patil and his team from Dharwad.

AFTERNOON SESSION:

The Second session of the day begun at 15.00 hrs, in the presence of Shri. Amar Nath, Deputy Director (A/cs), Sri. G.K. Kalra, Section Officer (Adm.I) and Shri. R.K. Bharti, Section Officer (Adm-II), official observer deputed by the Directorate Office, New Delhi. The Secretary General submitted his report and audited statement of accounts, which was read out for the knowledge of members. While appreciating the commendable achievements of the President and Secretary General, the entire House unanimously approved the Secretary General’s report and audited statement of accounts in one voice amidst thunderous applause. The Secretary General and President while acknowledging sincere thanks to the entire gathering for the support, help and cooperation extended to them, requested the entire gathering to elect the entire CWC unanimously for the next term to prove Unity and Solidarity among the members which is also the motto of the Association and dissolved the existing CWC to pave way for election of CWC for the next term.

ELECTION PROCESS:

Shri. Amar Nath, Dy. Director (A/c's), Sri. G.K. Kalra, Section Officer (Adm.I) and Shri. R.K. Bharti, Section Officer (Adm-II), official observer and to enable the AIC to elect a new Central Working Committee, the entire house unanimously appointed Sri. D.B. Yadav Lucknow Circle and Sri B.A. Ranganath, Dharwad Circle as ‘Returning Officers’, Sri B.P. Verma from Bhopal Circle and Sri Vijay Kumar Mukherjee from Saranath as ‘Assistant Returning Officers’. Before the announcement of the Election, the entire Members appreciated the activities carried out by the President, Secretary General and other CWC Members, the entire House rose up, lifted their hands and raised high voice to CONTINUE THE PRESENT CWC. Thereafter, the Returning Officers announced the unanimous selection of CWC for the next 2 years. The Official Observer from the Directorate Sri Amar Nath, also declared the present CWC for new CENTRAL WORKING COMMITTEE as elected unanimously. The entire election process winded up in 2-3 minutes. By this ASA not only exhibited unity & solidarity, but also saved time and money of members. Thus the entire election proceedings were declared unanimous without contest with the following members for the next CWC.

Immediately after announcement of the election results, the entire house cheered up, shouted slogans in the name of the President, Secretary General and other CWC members, expressed their unity and solidarity, congratulated the entire CWC members by way of putting up Big Garlands. On this occasion, Secretary General announced the nomination of Sri V. Ramesh as Treasurer for the fifth consecutive term, Smt. B. Bharati of Bangalore Circle Unit and Shri. Venugopal .S. of Museum Unit Srirangapatna as Assistant Treasurers of ASA.

MARVELOUS CULTURAL PROGRAMME

On this august occasion, in order to enlighten the Delegates, Cultural programme was arranged by the host unit in the evening. The Beautiful Dance performance by Chi B.S. Rahul Parashar, B.V. Prajwal and B.V. Goutam from Mysore thrilled and enlightened the entire gathering. The Dance Performance by Sri B.S. Naveen was an added attraction to gathering. Thrilling, wonderful and Marvelous Classical Kathak Dance, Jugal Bandhi, with Tabla and Sitar by the descendants of World famous Brij Maharaj Family, Varanasi enlightened and eye catching the huge gathering for more than Three hours. On behalf of CWC and on my own behalf, I take this opportunity to convey my utmost thanks to the entire team.

Proceedings of the FIRST CWC MEETING

The First C.W.C. under the Chairmanship of Sri S.C. Sharma, President met on 17th April 2011. Shri Vijay Mukherjee, Unit Secretary extended a hearty welcome to the newly elected CWC Members. All the newly elected CWC Members spoke on the occasion and expressed their happiness over the confidence reposed on them as also expressed their determination to rise to the expectations in strengthening the hands of the Secretary General and President for the betterment of members. On this occasion, S/Shri B.A. Ranganath, JCM Member and K.S. Subramanya, Unit Secretary on behalf of Dharwad Circle Unit garlanded all the newly elected CWC members. Various issues and problems concerning the members put forth by the Secretaries of the concerned Units were discussed in length. Secretary General having a patient hearing towards the problems of the members being faced at Unit levels assured that the matter will be taken at the appropriate levels. After lengthy, useful and constructive discussions, the house unanimously adopted the following resolutions, authorized the Secretary General to prepare the text suitably and take further necessary action for its implementation which is reproduced herewith for the kind information of our beloved members.

THE ENTIRE HOUSE ALSO REQUESTED THE DIRECTORATE TO DELEGATE POWERS TO THE HEAD OF OFFICES OF CIRCLES FOR ENGAGING SECURITY PERSONALS THROUGH LOCAL PRIVATE AGENCIES FOR PROVIDING ADEQUATE SECURITY TO THE NATIONALLY PROTECTED MONUMENT.

XXVI AIC OF ASA IN SESSION AT SARANATH IN ONE VOICE STRONGLY DEMANDS TO DELEGATE POWERS TO DEPUTY SUPERINTENDING HORTICULTURIST OF FOUR DIVISIONS IN HORTICULTURE BRANCH FOR GRANT OF PERMISSION FOR OBTAINING MEDICAL TREATMENT BY THE EMPLOYEES UNDER THEIR JURISDICTION IN PRIVATE HOSPITALS UNDER EMERGENT SITUATIONS. AT PRESENT, THESE POWERS ARE RESTED WITH DIRECTOR (HORT), AGRA AND CAUSING UNDUE DELAY IN GETTING PERMISSION. THE ENTIRE HOUSE DEMANDS DIRECTOR GENERAL TO ISSUE NECESSARY ORDERS DELEGATING THE POWERS TO THE DIVISIONAL HEADS IN THE MATTER WITHOUT ANY FURTHER LOSS OF TIME.

Thus, the Two-day deliberations of the 26th All India Convention at Saranath concluded under the able and dynamic chairmanship of Sri S.C. Sharma conveying immense Thanks to one and all for taking part in large numbers which is one of the ever first outstanding achievement on the part of the Association and making it a Historic and Memorable one.

On this occasion, the members of Shimla Circle Unit wholeheartedly came forward to host the 2nd CWC Meeting of ASA. The proposal was accepted by the house and the Secretary General declared that the next CWC Meeting will be conducted under the jurisdiction of Shimla Circle, the exact date and Venue will be finalized and intimated to the members at a later date.
